1. 招标服务的名称和技术参数、投标人的主要资格和业绩条件：
1.1 服务名称：
C919飞机复合材料水平安定面X850设计许用值试验
1.2 技术要求：
1）项目内容
本项目为C919飞机复合材料水平安定面X850设计许用值试验，试验内容为进行C919飞机水平安定面X850拉伸许用值试验、压缩许用值试验、剪切许用值试验、连接挤压许用值试验等。试验件共6180件，分5批交付投标人。
2）技术要求：
（a）投标人应按照招标文件技术规格书附件1《C919飞机复合材料水平安定面X850设计许用值试验任务书》的要求编写试验大纲并完成试验；
（b）投标人需在试验后总结试验数据并完成试验报告。
3）周期进度：
（a）投标人在合同签署后2个月内进行试验大纲评审；
（b）投标人在接受试验件后6个月内完成试验（试验件分批交付）；
（c）投标人在全部试验完成后2个月内完成试验报告并进行项目评审。
4）包装运输：
投标人负责至招标人指定地点领取试验件，并以EXW方式将试验件运输至试验地点，并在试验完成后以DDP方式返还至招标人指定地点，费用由投标人承担。

1.3 主要资格和业绩条件
1） 本项目不接受联合体投标。投标人必须是服务商，否则投标将被否决。
2） 境内投标人提供：有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一”后加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；境外投标人提供：其商业登记/商业证明；
3） 投标人注册资金或净资产不少于人民币2000万元或其他等额外币；
4） 投标人必须提供其有效期内的投标人的ISO9001或AS9100或GJB9001质量体系认证的复印件；
5） 投标人具有良好的营业财务状况，充足的资金保证，并提供近三年（2013年-2015年）经审计的年度财务报表复印件；
6） 投标人对本项目配备的试验人员应具有3年以上的与本招标项目相关的航空领域专业工作经验，并提交项目人员配备情况表与项目人员简历表；
7） 投标人须提供其重大涉诉情况说明。
8） 投标人针对本项目配备的计量校准设备需符合ISO17025标准，并须提供第三方认证机构针对该设备出具的相关校准证书复印件，校准证书应明确校准有效期和校准合格结论，检定或校准有效期应覆盖整个试验周期。
9） 投标人应提供其与本招标要求的相同或类似服务3年内（2014-2016年）的业绩清单并提供不少于1个的合同复印件（合同金额须在人民币100万或等值外币以上），还须提供最终用户的联系方式（包括：用户名称、地址）。
10） 投标人应提供开标日期前3个月内投标人开户银行开具的资信证明原件或该原件的复印件。

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer Shanghai Aircraft Design and Research Institute, hereby carries out International Competitive Bidding for the supply of the following services, and now invites eligible bidders to attend the bidding.
1. Name and technical parameters of the bidding Service, Requirements of qualification and sales achievements by the tender:
1.1 Name of the bidding Service:
Allowable value test in the design of horizontal stabilizer X850 of composite material on C919 aircraft
1.2 Technical parameters and requirements:
1）Project Description:
This project is allowable value test in the design of horizontal stabilizer X850 of composite material on C919 aircraft of Chinese COMAC Shanghai aircraft design and Research Institute, with the test contents of the tensile allowable value test, compression allowable value test, shear allowable value test, connection and squeezing allowable value test and etc. of horizontal stabilizer X850 on C919 aircraft. There are 6180 test pieces in total, delivered to bidder in 5 batches.
2）Technical requirements:
a) Bidders shall prepare test outline according to the requirements in appendix 1: mission description for the allowable value test in the design of horizontal stabilizer X850 of composite material on C919 aircraft and complete the test;
b) Bidders should summarize test data and complete test report after the test.
3)  Periodic progress:
(a)  Bidder should conduct trial outline review within 2 months after contract signed;
(b)  The bidder is required to complete the test within 6 months after receiving test pieces (the test pieces are delivered in batches);
(c)  The bidder shall complete test report within 2 months after the completion of all tests and carry out project review.
4)  Package and transport:
Bidder shall be responsible for receiving test pieces at the place designated by the tenderee and transporting the test pieces to test site in the form of EXW and returning them to the place designated by the tenderee in the form of DDP after the completion of the test, with expenses borne by the bidder.

1.3 Requirements of qualification and sales achievements:
1） Joint bidding is not accepted in the tendering. The bidder shall be the Service Provider, otherwise, its bid will be rejected.
2） Bidders inside customs boundary shall provide: the copy of valid business license, organization code certificate, the copy of tax registration certificate, or the copy of valid business license loaded with unified social credit code after “three certificates in one” or the copy of the certificate of institutional person; bidders outside customs boundary shall provide: business registration / business identification;
3） Bidder’s registered capital or net assets shall not be less than 20 million Yuan or other equal foreign currencies;
4） Bidders must provide the copy of the ISO9001 or AS9100 or GJB9001 quality system certification within validity period;
5）  Bidders should have good business financial situation, adequate capital guarantee and provide the copies of the annual financial statements audited in the last three years (2013 ~ 2015);
6）  The testing personnel assigned for this project by bidders should have the professional work experience in aerospace related to this bidding project for at least 3 years and the bidders should provide project personnel assignment table (see appendix 5 of this chapter for the details of format) and project personnel resume table (see appendix 6 of this chapter for the details of format);
7）  Bidders shall provide the explanation for major issues involving the action at law.
8） The metering calibration equipment used for this project by the bidder, shall meet ISO17025 standard and must provide the copy of related calibration certificate issued by third-party for the equipment, which should be defined with calibration validity and calibration qualified conclusion, with the validity of verification or calibration covering the entire test period.
9） Bidders shall provide the list of performance for the service same or similar with the requirements in this bidding within 3 years (2014~2016) and provide at least one of the copies of the contracts (with contract amount of more than 1 million RMB or equivalent foreign currencies), and also, should provide the contact information of end-users (including: users’ name and addresses).
10） The bidder shall provide original copy or copy of bank reference letter within 3 months before the date of bid opening, issued by the bank where the bidder opens its basic account, otherwise the bid will be rejected.
All the original of certification documents mentioned above shall be prepared for verification.
